This is rather a curious letter as it seems

to ignore completely our previous corresponden ce

with the Air Ministry about Mr. Vaughan-Fowler's

proposals, that is No. 7 and 11 on 52911

and Nos. 11 and 14 on this file. I have

spoken to the Air Ministry and hinted that

possibly they had overlooked this correspondence

but they claim to have been fully aware of it.

It seems to me that the previous correspondence

makes it perfectly clear that the Government

of Hong Kong are favourably disposed to Mr.

Vaughan-Fowler's proposals and that the Secretary

of State is prepared to approve their granting

him assistance. I suggest that we reply as

in draft herewith.
